Overview
OSM Concrete was engaged to deliver pedestrian pathway construction works at Terry & Carol Moore Park in Nerang as part of a staged public parkland upgrade for Gold Coast City Council.
The project involved the construction of a new concrete footpath network through an environmentally sensitive park setting, requiring careful planning around existing vegetation, site access, levels, drainage and long-term durability requirements.
A major component of the works involved deep root concrete pathway design to help preserve mature tree systems throughout the park while still delivering safe and accessible public infrastructure.
Working through established parkland conditions required disciplined site management, careful staging and attention to environmental considerations throughout construction.
The Rutledge Street Stair Project was a technically challenging civil concrete project delivered in a steep, restricted-access location in Coolangatta. The works involved the construction of concrete stairs, compacted footings, detailed formwork, and concrete placement in an area where accuracy and compliance were critical.
Gold Coast City Council acted as the principal contractor, while OSM Concrete managed the concrete construction works on site. Project Challenges
Steep Site Conditions
The project was located on a very steep site, which made access, staging, formwork, and concrete placement more difficult. Careful planning was required to keep the works moving safely and efficiently.
Tight Access
Access to the work area was extremely restricted. All concrete had to be pumped from the bottom of the site, which created a significant challenge due to the distance, slope, and site constraints.
Complex Footings and Formwork
The compacted footings, stair details, and associated concrete elements required careful formwork and precise construction. The formwork team had to manage difficult levels, tight tolerances, and a complex stair layout.
Strict Tolerances
Every step had to meet strict compliance requirements. The tolerances were carefully checked by the engineer, making accuracy one of the most important parts of the project.
Weather Conditions
Rain is always a challenge on the Gold Coast, particularly on steep civil sites. The team had to manage weather conditions while keeping the project moving and protecting the quality of the concrete finish.
Tight Programme

Outcome
The completed Rutledge Street stairs delivered a safer, compliant, and more durable access solution for the Coolangatta community. The project replaced stairs that were previously non-compliant and unsafe, improving the usability and appearance of the local infrastructure.
