Ruttledge Street Stair Project – Coolangatta

Overview

OSM Concrete was engaged to deliver pedestrian pathway construction works at Terry & Carol Moore Park in Nerang as part of a staged public parkland upgrade for Gold Coast City Council.

The project involved the construction of a new concrete footpath network through an environmentally sensitive park setting, requiring careful planning around existing vegetation, site access, levels, drainage and long-term durability requirements.

A major component of the works involved deep root concrete pathway design to help preserve mature tree systems throughout the park while still delivering safe and accessible public infrastructure.

Working through established parkland conditions required disciplined site management, careful staging and attention to environmental considerations throughout construction.

The Rutledge Street Stair Project was a technically challenging civil concrete project delivered in a steep, restricted-access location in Coolangatta. The works involved the construction of concrete stairs, compacted footings, detailed formwork, and concrete placement in an area where accuracy and compliance were critical.

Gold Coast City Council acted as the principal contractor, while OSM Concrete managed the concrete construction works on site. The project was made more complex by the sheer number of stairs, the tight tolerances required on every step, and the detailed compliance checks carried out by the project engineer.

OSM Concrete had a team on site full time from start to finish, allowing the project to move quickly, efficiently, and with strong coordination between all parties. The finished result was a clean, compliant, and durable concrete stairway that improved local public infrastructure and provided a safer access solution for the community.

Scope of Works

  • Site establishment and preparation
  • Set-out support and construction planning
  • Preparation for new concrete stair works
  • Construction of compacted concrete footings
  • Detailed formwork for stairs, footings, and associated concrete elements
  • Steel reinforcement placement as required
  • Concrete pumping coordination from the lower site access point
  • Concrete placement for new stair construction
  • Construction of concrete stair flights
  • Concrete finishing and surface detailing
  • Resurfacing works to existing compliant steps
  • Tolerance checks and support for engineer inspections
  • Site clean-up and handover

Project Challenges

Steep Site Conditions

The project was located on a very steep site, which made access, staging, formwork, and concrete placement more difficult. Careful planning was required to keep the works moving safely and efficiently.

Tight Access

Access to the work area was extremely restricted. All concrete had to be pumped from the bottom of the site, which created a significant challenge due to the distance, slope, and site constraints.

Complex Footings and Formwork

The compacted footings, stair details, and associated concrete elements required careful formwork and precise construction. The formwork team had to manage difficult levels, tight tolerances, and a complex stair layout.

Strict Tolerances

Every step had to meet strict compliance requirements. The tolerances were carefully checked by the engineer, making accuracy one of the most important parts of the project.

Weather Conditions

Rain is always a challenge on the Gold Coast, particularly on steep civil sites. The team had to manage weather conditions while keeping the project moving and protecting the quality of the concrete finish.

Tight Programme

The works had to be completed in line with Council deadlines. OSM Concrete maintained a strong full-time site presence and delivered the works efficiently to keep the project on track.

Construction & Delivery

The project was delivered through careful planning, strong site supervision, and close coordination with Gold Coast City Council, the project manager, and the engineer. OSM Concrete maintained a full-time team on site from start to finish, helping the works progress quickly and efficiently.

Planning focused on access, concrete pumping, formwork sequencing, footing preparation, weather conditions, compliance checks, and maintaining accurate stair tolerances. Because of the steep site and limited access, concrete pumping had to be carefully coordinated from the lower access point.

From a project management perspective, the delivery was strong because OSM Concrete kept communication clear, worked within Council requirements, maintained the programme, and controlled costs while still achieving a high-quality finish. The team handled the difficult site conditions without allowing them to affect the final result.

Outcome

The completed Rutledge Street stairs delivered a safer, compliant, and more durable access solution for the Coolangatta community. The project replaced stairs that were previously non-compliant and unsafe, improving the usability and appearance of the local infrastructure.

The finished concrete stairs were delivered to strict tolerances and achieved a clean, professional finish. The client was very happy with the outcome, and the project is a strong example of OSM Concrete’s ability to deliver complex civil concrete works in challenging environments.

The biggest achievement was delivering a flawless finish on a complicated public infrastructure project. The client was very happy with the result, and the completed stairs are now a valuable addition to the local Coolangatta infrastructure network.

OSM Concrete is proud of this project because it was technically difficult, well managed, and completed to a high standard. The team delivered a complicated concrete stair project smoothly, efficiently, and with a result that reflects the quality of OSM Concrete’s work.
